Default Town Crier for Holidays and Events

Simple idea, I searched and scanned the sticky and found no mention, so I hope its a fresh idea, and not just rehash.
Basically just a NPC in towns that have festival events, basically a 'town crier'.
I mean I know they kinda do allready do this to some degree, but I think they must dumb it down a bit(unfortuneatley), make it very easily understandable. Put a big star over his head or some other suitable way to signify that he is the guy to talk to answer all your event question. Off course they couldnt cover every possible question, but it may put an end to the constant spamming of the same old questions for the duration of the event.

nice idea, even an NPC shouting "Grenth/Dwayna will appear here in 10 mins" would be helpful, a bit like when the game announced the emporor would be coming for Dragon Fest, and when Gaile is online also.

I like it. It would prevent a lot of the spam induced by not knowing about the event.
